The first new Freeports will be established after we leave the EU, with the aim of “turbocharging growth and ensure towns and cities across the UK benefit from Brexit trade opportunities.” Find out more.

Dr Eamonn Butler, Director, Adam Smith Institute. Eamonn is Director of the Adam Smith Institute, rated one of the world's leading policy think-tanks. He has degrees in economics, philosophy and psychology, gaining a PhD from the University of St Andrews in 1978. In 1983, he co-authored Free Ports, which advocated for the establishment of free ports in the UK.
Tim Morris, Chief Executive Officer, UK Major Ports Group. Tim is the CEO of the UK Major Ports Group from the communications consultancy Hanover, where he was the Director responsible for the energy and infrastructure practice. Prior to Hanover Tim spent eleven years in the steel industry with Tata Steel Europe and its successor companies.
Richard Ballantyne, Chief Executive, British Ports Association. Richard Ballantyne joined the Association in 2007 and became the Chief Executive of the BPA in 2016. Richard has in depth expertise in ports, transport and environment policy matters as well as a wide experience of the legislative process around the UK. He sits on the European Sea Ports Organisation’s Executive Committee, the Maritime UK Board and is also a Director of Port Skills and Safety.
Tom Clougherty, Head of Tax, Centre for Policy Studies. Tom is Head of Tax at the CPS. He was previously executive director of the Adam Smith Institute, before moving to the US to become managing editor at the Reason Foundation, and then a senior editor at the Cato Institute, the leading Washington think-tank.
